I did well but I didnt get the JOB

There are couple of reasons that explains what had happened 1) the particular hiring/vacancy has been put on hold 2) company is freezing the hiring 3) filled by another potential candidate 4) dept decides to promote/transfer internal employee

Therefore there is no harm if you wish to follow-up with the HR on your interview status rather than waiting for their call. Send a friendly email to the HR, this shows your interest to join the company.

Dear HR,

I went through the 2nd interview with Mr Hiring Manager on Fri 12Nov for the position of EHS Engineer. I would be keen & interested to join your organization & very much excited on the job scope as well. I would be glad if you can update me if there is any status on my interview.

Once you receive reply from HR, whatever outcome, do send an acknowledgement & thank you note in return.
It is either congratulations or try again. Do not be discourage, nevertheless, take it as an opportunity for you to enhance & improve your interviewing skills.
